Yeah, that's why I didn't like it. That word has too many alternate meanings besides the intended one, which is, more directly, a "Civilization." After scouring Wikipedia, I'd have to say that "Sapient" is definitely the best word I've found. Here's a brief blurb from Wikipedia: ''"In fantasy fiction and science fiction, sapience describes an essential human property that bestows "personhood" onto a non-human. It indicates that a computer, alien, mythical creature or other object will be treated as a completely human character, with similar rights, capabilities and desires as any human character."''
