MW isn't very organized when it comes to technical details like that to be honest, there's no set number of oppositions or supports needed for anything to happen, usually stuff happens on a majority consensus. Whenever something comes up, we try to discuss it, but I guess Trooper Pirate didn't pick up enough interest.
